I am looking for a 12v wire(circuit) to tap into that is hot only when the high beams are on. The tap will be used to switch a relay only and will have no amp draw. The car is an 09 Dodge Challenger SRT-8 with factory HID. Thanks in advance for your assistance.

H/lamp relay Unless you have a switching (ie 12V+, ground or multiplex) in the steering column loom

I believe that the signal is multiplex at the switch. You see headlights needs a 1.2K resistor to ground to power up. I would go straight to the light bulb to tap my relay using a diode to isolate my relay from the headlight circuit.. FYI, a 30 amp relay's coil draws around 150mA to energies.
