The reading on my volt gauge is 15.5. Is this to high.

Is it on a capacitor? I have seen many capacitors that read higher than actual voltage. They do this so you will THINK the capacitor is doing something.

That's RMS vs average. The caps cannot "raise" a voltage (ie, they are not a voltage source, they are merely a voltage store).
