Where is the PCM on a 95' Cavalier 2.2L?

Not 100% sure but I dont think your car has one. What are you looking for in the PCM?

Is there a tach wire anywheres .... I can't seem to find one

TACHOMETER|*1                  |   |engine harness *1

The engine harness is found next to the battery, below the radiator hose, just above the transaxle. Use white or orange on the 2.2L motor, and PURPLE / white on the 2.3L motor.

The white wire on the engine harnish doesn't make my tach move... is there another wire i can use

there may be a purple wire with a white stipe at the ignition module. try getting tach at the white and PURPLE / white at the ignition module on driver rear of engine compartment. you can also try getting tach at the ECM at passenger front of engine bay. these are for the 2.4.  if it's a 2.2 the white wire at the PCM is a 2 cyl signal, theres also a dark blue/white at the pcm, this is a 12 cyl signal. If your trying to hook up an aftermarket tachometer you will have to use a module to convert tach signal to either 4,6,or 8 cyl signal.
