Does the lancer have a tach wire?

Use the injector wire for the tach signal. Uncommon color and set unit for 1 cylinder if you need to do manual tach learning.

I heard a rumor that the lancer manual transmission may have a neutral wire or a sensor within the transmission that detects the neutral position. While this would be amazing, is it just a rumor?

I'm not sure, but you can ask the service department at any Mitsubishi dealership about this.
