it can be a number of things.  fuses are under the driver side dash and more under the hood but the fusebox under the dash is where the fuses for the windows are.  if you have a multimeter or test probe, use it to test if the switches are working by removing the switch panel from the door.  there will be 5 wires, one accessory power, one ground, and the others will be for the motors.  probe the wires and see if you get power when you push the button one way and ground on the same wire for the other way.  if both switches work (both have to be good for the window to roll down or up), go to the motors and see if they are getting power and ground.  they should have ground when nothing is happening and one wire will get power when the switch is pressed one way and then the other will get power when the switched is pressed the other way.  also, if you hear the motor trying to move but won't...maybe the regulator (gear assembly) is stuck.  if you get power at the switches but not the motor, then something is wrong with the wires between the switch and motor.  if the switch has power to it but it doesn't have power coming out from the wires, then the switch is bad.  same thing with ground on the switch.  if you don't have power to the switch or ground to the switch, then a wire is disconnected somewhere between the switch and the fuse block or the fuse is blown.  if that doesn't help...take it to a mechanic.
