pioneer, inline resistor on tv acc wire?

can someone explain to me why pioneer would feel the need to put an inline resistor on the acc wire of some (maybe all) of their tv's?

To increase the cost......

To provide difference in voltage compared to constant to allow turn on, current limit or drain power on shut down.
