I am looking to control a video camera by joystick type controller inside a vehicle up/down/left/right anyone know of a controller and mount ?

Look for any PTZ system. You should be able to find a PTZ camera and a PTZ joystick fairly easily. You will just need to make sure the camera can operate off of 12vdc.

Most PTZ cameras are already 12V, modern ones. All the ones I use, are 12V barrel type connecters with the two serial data wires.
However, PTZ cameras are expensive, and bulky. They kind of look like a smaller street-light dome, with a camera in it. You'll have to make a custom housing for yours so it looks good. I doubt you want a street-light bulbous thing hanging off your bumper.
You don't need a 360-degree one either, as your custom housing is going to limit the pan and tilt views you'll have. You can get them with ZOOM as well.
