I'm looking to install a nextrac tracking device. It's a 3 wire system. It has ground, 12v constant, and a True 12v ignition wire. I can't find a 12v ignition wire to tap into that doesn't drop below 10V at start up.

You could use a relay. Connect pin 86 to your ignition wire, connect pin 85 to ground, connect pin 30 to your 12v constant wire and connect pin 87 to the 12v ignition input of your tracking device.
