If anyone can help I installed a 8" flip down monitor and a indash dvd player in a 2002 Dodge grancaravan sport. This is the problem I have lines(noise) going through the monitor when the van is on and the cooling fan is running, if the cooling fans turn off the line go away and monitor looks great. I have changed it's power source & grounds several of times in the van and have the same results, But if I use a outside power source the monitor is fine I also changed the video cable and ran it a different direction.  If anyone can shine of light on this problem I'm open to all suggestion.

It sounds like your have feedback from your cooling fan.  You can do a quick fix by installing a ground loop isolator on the video line.  You can probably get one at radio shack or an electronics store.  It's pretty much just a 1 to 1 transformer.  Hope that helps.

I don't think you installed it correctly.  What wires did you put where?

The Iec gli ground isolator I installed has 2 female inputs and 2 male outputs 1 red ,1 white and 2 ground leads. I installed it between the dvd and monitor video rca, by the way I don't have any noise in my audio. I have also ran just has a test power and ground to my honda battery vehicle running fan on, and in the van the monitor looks good clear no lines. when I move the power and ground back to the vans battery and fan running I get the lines back on the monitor and thats not having any audio, fm mod. plugged in. I will try any thing @ this time

You've got some kind of complicated ground isolator.  When you hooked up the isolator, did you also hook up the two ground leads?  Find out, if you can the wireing for the isolator.  It should be like this:

Hope that helps.

The problem may be with the fan's gound. Try hooking the fan to the battery's terminals with temporary wires (fuse the positive side for safety) You could have a bad power or ground to the fan or the fan may be bad. You can also try using a power line filter on the screen's power line.
