OK this might ba a dumb question but im going to give it a shot.  The Maryland law states that mobile video cannot be visable or located in the front. (so says me-mag).  Im gettnig the an indash unit and was wondering if playing cds (with a background screen up or options screen up) is illegal.  I relize that watching movies or tv is illeagle, but im still wondering if it would be illegal to view the options for my car audio on the LCD.?

This is way too touchy to be answered correctly, it depends on the wording of the written law. Unfortunately, the only person who can answer this is going to be the judge or a lawyer.

Auex is on the right track, Charles_R_H, not so much so.  Although the police may know, they are not legal professionals and have only a minimal knowledge of the law.  Police gather evidence and refer charges to the district attorney of your area, they would know better then an officer.  The district attorney may or may not know.  If they know, may or may not answer your question; in fact, they may consider this legal advice that law prohibits them from giving.  I would ask them anyhow; maybe you can get someone on a good day? 

A lawyer will probably want $$ for a legal opinion on the issue.   Judges are bared from giving a (civilian) legal opinion were I live (Alaska).

You may have laws, as they say,  "on the books".  Those may have not been tested in a court and precedent set as to what they mean.  Meaning that no one has been prosecuted or no one has challenged the current interpretation of the law.  In other words, they may still be up for interpretation!

My hunch is that the law would hinge in the term "mobile video" and the laws definition of that.  As navigation systems and other large LCD readouts are in luxury cars, if this term applied to devices that delivered information on the vehicle in question; indeed, they would be illegal also.  Apparently they are not if those items are sold in your area.

Or... You may just call several large and reputable car audio shops in your area.  If there is a law against it then they would want to know and obey the laws in your state (for liability reasons).

It will vary state to state, it even may vary county to county even. This is one of those things that you need to check out for yourself. For AZ, the law is that you may only have a screen "active" in the driver's view if it a factory Nav, being must be a factory option and I have seen tickets for this, or if the vehicle is parked. So technically visor monitors are also illegal when in use while driving here, but I have never seen or heard of a ticket for them.

Thanks for the advice guys but i think im going to just check with the police dep. on this one.  There the ones that will pull me over NE ways.  So i think im just going to hassel them about it.

I look at it this way,what if you had factory navigation?
There is all kinds of info on the screen..
The way I have HEARD it ITERPRETED is informational screens that dont have moving 'pictures' that wasn't exactly the word,somehow the proper word/phrase applied to cartoons too..i think you get the idea,The 'idea' was the only thing i remembered..As everyone has said,ask someone well versed in LAW..As everyone does,in every profession,we all get Know-it-alls..
One thing I've learned in 17 years,I DON'T..
p.s..is that headrest article for real? you 'professionals' actually allow a wire to show from the headrest to the seat?????...Obviously you didn't spend the 40 grand for that primo suv! And i complain about 600 bucks for 2 days work on a(1) headrest!Doing it that is..
