Can anyone tell me where the speed pulse wire is located in a 2002 Honda Civic EX?

Every Honda I've seen has the VSS wire on a wiring harness connected to the instrument cluster.  You can find it in other places but I prefer to tap into it there mainly because on the Pilot, the instument cluster in only held on by tension clips and 4 screws.  The VSS wire color is blue/white.  On my Pilot, the instrument cluster has three harnesses attached but the one in the middle has the VSS wire.

There will be a small silver rectangular module above the driver's clutch that will have the wire that your looking for. The module may even say " Cruise Control " on it, but not 100 % sure.

Still looking for the wire, under the dash there is several connectors with blue/white wires. No silver can or anything marked. Any idea which connector or is ther a way to tell by measuring with a meter?

I think the connector wire run from the instrument panel, it's hard to see up that far.

I'm telling you, take the instrument panel off and you will see that one of the connectors will have the blue/white wire.  You should be able to pull off the black trim around the instrument panel since it only held on by tension clips.  After that, I believe the panel is only held on by 4 screws.  The connector will probably be in the middle.  Make sure you don't cut the wire though.

The VSS and the tach wire are located right nect to each other at the Fuse/Relay box.
