I did not hook speakers or RCA up to the amp. When I turned it on will it make the protect light come on and flash?

It should come on briefly and then the power light should come on.

The green light stayed on the hole time even with protection light flashing. It does no start flashing right away it starts a minute or so after head unit is turned on. It would not be because of the 10 amp fuse or other slots being empty would it?

I just looked at your picture and noticed that your amp unlike the 650 has 2 power supplies.  Try putting 5 amp fuses in every slot.  Let me knwo what happens.

That did the trick it powered up no protection light came on
