Sequential taillights?

Does anyone know how I could build my own sequential taillights for a 99 mustang? I would like them to flash in sequence when the blinker is turned on and when the brake is applied I would like them to light up in sequence but once the third bulb is lit I want all of the lights to stay on (only when brake is applied).
