I have a 1701g I bought for a 07 silverado and now the company has moved me into an 08 express van with a clifford arrow 5.1 alarm. Can I add a remote start using the 1701g and what else would I need

Basically nothing other than the remote start itself, a relay, and resistors would be necessary to make that install work. '08 Express is barely different from the '07 Silverado.

does anyone have the wiring diagram for the Clifford arrow 5.1?

Al you need off of the 5.1 is either the WHITE/ blue or failing that the red /white aux outputs to actuate the r/s, you might need to the use the r/s "status" output to relay off the shock sensor.
