if you have a passive crossover that cuts 4.5k to 20k to a 4 ohm load, if i use an 8 ohm tweeter where will the crossover cut off at?

Double the impedance = cut the crossover knee in half. So 2.250KHz. And realize that crossovers do not "cut off." The Xover frequency is simply the point where attenuation begins (or the -3db point, depending on the design.)
