2005 f250 wiring problem?

I just bought this 2005 F250 5.4 auto xlt. It used to have a autostart alarm/starter in it but it has been taken out the only reason i know it was in there is because of the remote that was left on the key ring. The truck will die once you turn the lights on and will not even crank over if the lights are on. If you take out fuse 17 under the dash (exterior lights) the truck and lights will come on (all except the license plate lights, rear running lights and dash lights. Any ideas on where to look for the problem?!

Underneath the steering column is probably a good place to start. Do you blow any fuses when this happens?
