ok my repair did not hold. Driver came back saying all lights out again. I just tested all under dash and under hood fuses and the fuse that was put inline on the jump we installed. No dice.
There has to be a way I can put a switch from the battery to a particular wire in the harness that will give me headlights and taillights. I dont at all care about interior lights. As long as I meet legal standards.
Anyone have any ideas here? Im willing to even rewire headlights and tail lights if need be.

No dice? You mean those fuses were blown, or not blown?
I'd want to locate where the fault is... I'd be opening up the control module to look for problems (if the problem is localised to the module).
Has the status of the ACC contact in the IGN position been ascertained and eliminated?
But otherwise I'd bypass the lot with all new wiring and relays etc, then control them as desired via diodes or other circuitry (eg, cranking cut-out) - PROVIDED that is legal. (Oh man I love my old cars! I can do almost anything to them.)

All you need is a switch from Mouser or Farnell giving you the following options, off 1 on 1 and 2 on then you do something like this:-
lights!.bmp
About 8 fuses, 2 relays and 2 diodes.
The switch is wired NEG going to save problems.
Lights side and head only come on with ACC, ign and engine run; will dump on crank.
That should save on legal requirements.
When I can be bothered I'll sketch up an alternative with a buzzer circuit so you can have the side lights on any time.
