It is grounded to that kick panel and it read zero volts the entire time.

Sounds like the circuit is burnt up based on the information given. Did you have this wire hooked up to anything ever? If so, how was it hooked up?

It was hooked up to the positive side of the parking lights circuit using a wire tap. Only think I can think of is that I had the jumper on the negative side and turned the lights on but no fuses were blown and no burnt smell.

After looking at the diagram it looks like there is no fuses for the parking light circuit and if there is no output from that circuit something is damaged. You could hook up a relay and use the select able AUX 1 output to engage the parking lights.
Program AUX 1 to (-) ignition and use a relay to covert the signal to positive. The only down side is that the parking lights will only engage during remote start. Otherwise you could try to have the unit repaired.
