If it says only for offroad use then you can be sure it is illegal. Also generally blue and red lights(unless signal or brake) are illegal.

Here's an idea... Call your local police department. I betcha THEY'D know.
It all reminds me of something that Molière once said to Guy de Maupassant at a café in Vienna: "That's nice. You should write it down."

I used to work in a law firm, and I once asked a lawyer if neon underglow is illegal (in New York State.)  he knows a lot about New York automotive laws, and he told me that underglow is NOT illegal, however it does attract cops.  so if you're driving and a cop sees you with them on, he might pull you over just to check you out.  he said the trick is to never to turn the neons on when driving on the highway, or any cop-heavy area.  check the automotive laws for your state, or like haemphyst said check with your local police and see what they say.

What I also do before doing any questinoable mod to my car is ask a local cop. If he gives the okay, then I'll go ahead and do it...if he says I shouldnt, I'll do it anyway, and just conceal it nicely ;)

I am a federal agent.  Any color is legal and there are not any federal laws prohibiting the use of external lighting, however check local laws for restricitions.  In Arizona, it is illegal to drive with this style of lighting on, due to its ability to distract other drivers.  Google for your state laws though.

49 CFR 57.108 (aka FMVSS 108) sets standards for lighting on the national level.
Summary- All visible lamps are required to be SAE certified by federal law- so if it does not have SAE stamped on the lens, it is most likely non-compliant with the standards, and thus federal law
There are alot of standards in the works regarding lighting. Some of which are on emergency vehicles, others are on blued headlights, and whatever else the desk people feel like doing

Individual states may further restrict lighting.

Underglow walks a very fine line, and may be legal but due to installation may be illegal. All in the eyes of the court system as I haven't seen any that says SAE on it.

I agree that regardless if legal or not, it will attract attention, some you want, some you dont
