Either hook up my Fluke 189 to the suspect wire and drive the car around while monitoring the frequency/voltage on the line, or, if possible, jack the rear wheels off the ground, throw some jack stands under the rear axle and fire 'er up.

Yes, I only work on RWD cars!  :)

the only ture way to test a VSS wire is with an ocilliscope, but you can but a meter on AC and check for a voltage spike. If you get the meter to read voltage while driving, then nothing when stopped, you probably have the wire

That is not correct, a frequency meter will read a VSS wire 100% accuarately.  You can get a nice meter like I have (~$400) or Craftsman sells a $30 DMM that will read frequency accuartely.  The nice thing about my Fluke is that it displays both frequency and amplitude at the same time, the Craftsman just shows frequency, which in reality, is all you really need.
