I don't know much about Legacy amps, but I know Rockford amps usually perform better than they are rated, as do alot of others.  I have an RF 500bd that is rated at 500 x1, but puts out close to 700 watts.  The only real way to tell is to test the output with a DMM.

Correction, it's rated at 600x1 at 2 ohms

Novion20is and wvsquirrel ...,they (the experts)  say that a good indication is the price,if they are inexpensive and seems like you are geting a lot for little...not really posible because good components cost money, research & developement also costs $,in the case of companies like Legacy (sister company to  Pyramid) no,they don't put out what's advertised,in fact try half at best, another way it's to do it this way: $ 1.00/ Watt,or this...buy stuff made in US,look at lebels. There is better amps out there,in fact this crappy companies only survive because they know that pri$e is the only thing going for them and once people know their products ....they never buy them again.

Sorry to give you the bad news but for just a few $$$more you can get something decent, check ebay,it's flooded with good stuff for reasonable price.

How do you go about testing th power output of an amp with a DMM? I know that sounds stupid.

Sure it will produce that much power, at 18-20 volts ( at least that would be a jensen).  There really is no way to test watts on a standard meter.  The best you could do is to find out the actual current draw of the amp and use it with ohms law and figure out the max ( this actually being the max output, but amps are highly inefficient) power the amp can put out.

To know .... you need to play a track that sounds not clipping our better yet play a track of 45 hz wave recorded at 0dB. check the output voltage(AC) and the current (AC). use then calculate it. Power(Watt) = I(current) * V (voltage)
