96 cavalier remote start?

Hi,
I have a new to me 96 cavalier. It has problems like jerky cruz & some times head lights/day time running lights. Under the hood I have found a box screwed to the upper cross member above the rad/starter. Off of it are 2 wires that go to the passenger side control box, one grey and the other blue. One is marked tac signal the other speed signal. This box has a vacuum line run to it and has a cable run to the throttle.
Oh yeah the blue wire has run against the belt and been cut through. Also the used to be a hood pin for a command start (there is a command start sticker on the air cleaner) but it is missing and there is no trace of the wire.
I just want to rip this out as I don't know what it is and I have not remote for it.

"go to the folder containing your images, then click on "Tools", then "Folder Options". Under the "View" tab, uncheck "Hide file extensions for known file types"
