I have an 05 Impala and since the alarm install the DTR's don't come on anymore. Is this the way the 5900 works or did the installer disable/forget to connect something

if you had it installed at a shop, bring it back and tell them to look at it. but the viper shouldnt do anything to the electrical system

The alarm shouldn't make a difference, no.
Is there any chance the parking brake is on? If so, the DRLs stay off.

When installing they may have left something unplugged.  Always make sure that when a car is given back to you to test all the functions that the vehicle already has.  Just take it back, odds are that something was left unplugged when putting the car back together.
