95 eagle talon, alarm disabled by dealer?

Hey Guys,
I just bought a 1995 Eagle Talon. During the test drive I noticed the backlights blinking, a constant ticking, and a blinking blue LED. I understand this must be some kind of security system (I found the transceiver P/N: 118c1123).
However, when I picked up the car none of the aforementioned tell-tale signs of a security system were on.
My question is twofold: 1) How do I determine if the alarm system is still installed?
2) If it is still installed is it possible to reactivate it?
I'm an electronics geek, but I haven't done much work in/on cars -- so don't shy away from technical terms.

1) If you found the 'transceiver' then you have an alarm. Whether or not it is still completely hooked up is another story. Google turned up a search resulting in Code Alarm systems. Take a look at the other side of the box you found and see if it doesn't list a model number on the unit itself.
2) Answering question one will help determine if you can get another remote for the system as well as an installation manual. With these items and help from this site you should be able to return the system to working order without too much difficulty.
From the sounds of your description I would think that you have to at least reconnect the siren.
Installer, IT support, and FFL. I need less hobbies.

I did a little more searching around, and I found the old remotes and the system appears to be an 'Audiovox Prestige APS-996A'. The remotes do nothing when I push the buttons, so it's safe to assume the alarm has been disabled. I found the manual online, however it doesn't contain installation instructions.
Can anyone give me generic instructions on how to re-enable the alarm and/or get the remote start back working? Or at least some kind of start point?
