Some digital caps have a remote on screw terminal, if your cap has this you will need to give that terminal +12v from the remote on terminal on your amp (the blue or blue/white wire).

It does have an extra screw on the top of the cap.  so...what would happen if I run a remote wire to it and THAT IS NOT THE PURPOSE OF THE SCREW???

oh, I forgot, Im pretty sure the cap is working for 2 reasons.

One, on my audiobahn amp, the digital read out for volts is 14.4 with the car on.

two, with the car off, I checked the terminals on the cap with a dmm and the read 12.43 volts, the same as the battery

Yes your cap is working fine, you will just not get the display to work until you power that screw, it is usually between and below or above the two main terminals.
