91 ford explorer deck install question

hey guys, my neighbor just baught a 91 explorer and wants me to put a cd player in it. the problem is that his harness has been cutt and there are wires hanging out of his dash. i havent put them up to a meter yet but his interior light or his cigarette lighter isnt working either. i thought it was a fuse and checked all of them and none of them are blown. what could be the problem? someone please help. thanks

There is definitely a blown circuit somewhere, fuses may also be under the hood. Have a look at www.installdr.com for the proper wiring info including factory wire colors on your Exploder.
