I have tried the latched on/off output with momentary pulse diagram located on page 5 of the special applications and cannot seem to get it to work.  When connected according to the diagram I manage to get the light to turn on, but it does not shut off with another push of the momentary button.  I have tried both diagrams (with diodes and without).  Can anybody explain why it turns on but does not turn off?

If you did the wiring correctly (triple check) it should work.

However I have had problems with this type of latching relay setup in the past due to the internal resistance of the item connected to it. It needs to read - through it to control one of the relays. Try using another light, type of light, or another light in parallel and see if it works then. There might be a way to shunt it with a capacitor as well but i don't remember the value, it's been a while.
