Interior : WHITE wire in the ignition switch or a fused 12 volt constant at the fuse box ( test with DMM or light tester )

Exterior : Go to the battery.

I have a 99 sentra, but when i wired in the Neon to the car I ran everything trough the Firewall and added a relay to the Fog Lamp wiring that is allready there,  and the wiring harness for the switch in in the steering colum Harness for the fog lamps are taped to the wire going to the headlights....  Pluged the Relay in the factory location and away they went.  Only thing that sux about doing it thay way if you have then on and you turn on your Brights they will go off..  But did save some time doing it that way and it was neatly installed..
