strange modulator problem

I installed an FM modulator to get dvd audio into my system. It seemed fine at first and then all of a sudden it started getting static as if the stereo was losing the station. This got progressively worse (over a matter of about 15 seconds) until I could no longer hear the DVD. I turned the mod off and on and it was gone but within about 3 seconds it started again. As stupid as it sounds if I keep cycling the power to the mod fast enough that it never really shuts off it will play just fine. But the minute I stop switching it it starts all over.  This happens with the engine running or not.

Anyone seen this before? I've moved the ground wire and know it's getting a good one. The brand is a "Concept Stereo Modulator" and I don't know if the box itself should be grounded or not.

Have you try a different station? There should be an option on your FM modulator to allow you to switch to a different station. You might get a better reception by switching to a different channel that the one you are currently on. Also, try isolating the modulator from any metal body of the car to see if that helps.

The modulator has two frequency options, 88.7 and 89.1 Both have this problem. The box itself is currently not grounded at all except for the ground on the wiring harness. (which also has it's own built in noise filter).
