This has been discussed here many times before, you can go through the relay section or search for some of the posts, but here are some of them. #1

Is it possible to install side markers to constantly be on and then flash when the turn signal is applied?

Yes, this is easy. Go here, there was a better site but I forgot where it was.

http://www.kersur.net/~btillman/bob/garage/vw/side_marker/

In essence, you wire your side marker to your park and turn signal lite in the front of the car, instead of having a +12V and a ground to chassis for the side marker.

A search on the net for blinking side markers should give you a lot of info but they're usually specific to one car.

If you wanted your sidemarkers to constantly be on except when the blinkers are blinking(giving you the alternating blinking effect), couldn't you simply hook up the sidemarker's +12 volts to your parking lights, and then wire up a relay for each side like so:
85 - Ground
86 - Blinker Wire(+12 volts when the blinker light is on)
30 - Chassis Ground
87a - Ground Wire from Sidemarker
