Outboard motor tach problem

The tach for my 40 hp Yamaha outboard is misbehaving:

When I start the motor, the tach jumps to 7000 (the max peg) and stays there - not moving - regardless of real motor speed. When I shut down the motor, the needle drops back down to 0000.

Any hints?

could be a wire problem...find the wire and look for corrsion and stuff..

I need quality equipment, feel free to donate.
