The wire that was supposed to be the amp turn on lead was not. Is it OK to temporarily tap into the red switched 12v lead for the amp turn on?

Yes this is OK to use. Just make sure that you fuse this connection with a 10 amp fuse.

Is this OK for a permanant solution?

Is there any risk of damaging the amp?

There's no risk involved as long as the fuse is inline. If you wish to leave this in permanently, I can see no reason why it would cause any problems in the future ?

i have never had a problem going that route. i normally do that when doing a install with a factory deck
