I have a 1994 Ford Crown Victoria (Police) with an (4.6L SOCH) ODB I computer in it.

I want to put an ODB II computer in it from maybe say a 4.6L Ford Mustang...

Anyone have any advice?

Well.. the first question would be why?..

Other than that... make sure there aren't differences in sensors and wiring between the 94 and 96 (and different models no less).. what do you think you're going to accomplish with a swap?

As I make mods to the engine I would have to make changes to the computer to handle the mods.

Changing the computer out with one I could program would be better than to buy chip after chip...
