what exactly does the phase control on a mono amp?

Inverts the +/- output.  Depending on the install situation - like reverse mounting a woofer for example - this type of control could be useful.

If it's a variable control that's a very useful tool to have.  There are test signals that provide a ticking sound in both sub and mid freqs that help you align the phase of the system.  Adjust the phase so that the tick comes from the sub and other speakers at the same time.
Build the box so that it performs well in the worst case scenario and, in return, it will reward you at all times.

It can change the electrical phase of the output signal in relation to the electrical phase of the input signal.  "0" = in phase (no change) and "180" = phase inversion.
