Does anyone know if it is illegal in the state of Kentucky to drive with neon lights under the car? The lights are red and they do not strobe.

Red, Blue and flashing are not allowed. As far as other colors they should be fine. Don't have any of the bulbs showing. You will get pulled over for that. Also, check with your local police department and ask. Laws change from town to town.
