astro rs623 remote programming

Have been having trouble getting both remotes to program on the RS-623 units. Both times it has been on a new chev truck. I'm sure it has something to do with the brake before hitting the button on the remote. I can get the one transmitter to program but never both. It's driving me nuts. Anyone figured this out?

#8 up, hit the brake push unlock on both, put #8 down, hit the brake....done?

Is this your procedure?

Yeah, that's the procedure. One transmitter will program other won't. This has happened on two different occasions on 07/08 chev trucks.
