i'm thinking about approaching the local authorities to do the installations of radio gear and lighting etc in emergency vehicles but have had no previous experience with these systems. is there much to them? and where can i find out more info about it? obviosly they're all going to be different between countries but thought it'd be good to know something before i approached them. any help greatly appreciated

Yep, Whelen has the install papers on their products online.
You may want to check, jurisdictions have different procurement policies. Our SO buys on state bids and uses a local company to do their lighting. Our PD is much more flexible, but they buy cars outfitted with lights and decals as a package.
It's all simple enough except for dealing with the politics. New administrations, new policies, new technology demands. Anti-theft devices, in car computer systems, lighting, 500mhz, 800mhz, soon gHz radios, wired gun locks, panic buttons, auto down windows or door poppers for k9, there is more than just lights and noise. Just like any other guy, they want the latest and greatest toys.
