Because it rains. It is normal for water to get inside the door, is it not draining out?

no water gets in mine.  have you always owned this car? has it ever been in a wreck that you know of?  has the outside window felt at the bottom of the window and top of the door ever been replaced?

depends on how much water?  If it's just enough to make the bottom wet, then your seals most likely need to be replaced.  If the bottom fills with enough water for a pet gold-fish, you have another issue altogether.

If it is holding water there is a problem with the drain system inside the door. I have yet to find a vehicle that did not let water in the door when it rained, the internals of the door are designed to have the water drip away from speakers, motors and control switches and to the inside of the outer skin and then drain through usually a series of slots or holes on the bottom of the door.  We have an Impala in the shop right now, there are 2 holes at the bottom of the door.  One in the very front and one in the very rear of the door.  The purpose of these holes is to drain water.  If your door was damaged in the accident, maybe they put Bondo over the holes.
