The meter does not need to be able to read frequency, simply set it to AC Volts (some meters will trigger on DC Volts instead of AC), ground the black lead and hold the red lead to the wire in question, the voltage should increase linearly with the speed of the vehicle if it is the VSS wire.

Craftsman has a meter for $30 that reads frequency - it's the 82344.

The VSS wire transmits speed data by pulsing every X feet traveled.  The faster the vehicle is traveling the higher the frequency due to the fact there are more pulses per second.  The key thing is that when the car is NOT moving the signal should NOT be pulsing. 

You can also test this with a standard volt meter if you drive really really slow, but it is much easier with a frequency meter.

Using the right tool for the job will yield much better results. 

You use the AC setting of meters to measure AC voltages. 

You use the frequency setting of meters to measure frequencys. 

The VSS is a DC frequency, not an AC voltage.

Indeed, use DC and connect as stated above. The wire DEFINATELY on the back of the speedometer and is DEFINATELY GREEN / WHITE. Put the car in gear and go SLOW. every few yards the meter will pulse 12volts. Thats how it's done. You could simply try them all if you wish. Connect to one, go for a ride, try another until it works. There's no question about where the wire is tho...
