i installed a viper in a  civic. I did find the right wire for the lock and unlock. It locks but it doesnt unlock. i tested it with the volt meter the blue wire gives me 1 volt everytime i hit the button and the green gives me 5 volt constant. what do you think it could be?

what year/model is the vehicle. You may still have the incorrect wires..

It's a 99' but should it still be reading like that?

I have the Viper 553 in my 99 Civic.  Where did you find the wires for your lock and unlock?? I found my: lock unlock wires,  & trunk trigger near the bottom of the radio -- it's a green plug used for the stock Honda alarm.  Make sure that for unlocking and locking you have the doors closed ( but leave the driver's window open). 

Unlock: GREEN/ ORANGE (NEGATIVE)

Lock: GREEN / WHITE (NEGATIVE)

Try changing the 'pulse' on the unlock wire to give a short pulse to unlock.
