2003 Dodge Neon SXT

2.0L engine
Automatic transmission
7,800 miles

Vacuum lines appear to be in good shape.

Seems to not be a fuse for the cruise control.  If there is one, I haven't a clue as to what it is labeled on the fuse box door panel(s).

'Cruise' light comes on on the dash when the key is turned to 'Run', but clicking the button to turn the cruise control on while driving seems to do nothing.  Not getting power, obviously.

I bought this car about a week ago and it came not working.  Car has been sitting in my buddy's field for four years.

Anybody have a wiring schematic or know of a fuse (it's name) for the cruise?

Oh, I just had a hard 2nd to 1st gear downshift serviced by a local transmission place.  Said there were no DTCs.  i.e.  No trouble codes for input speed sensor or output speed sensor, which, I am told, can affect the cruise control.  So those can at least be scratched off the rather long list of possibilities causing this problem.
