possible subwoofer damage

I have 2 Rockford Fosgate RFP-1212s (circa 1997) that I have had in my past 3 vehicles. I really like them they have always sounded awesome. My car went to the shop (won't go into that) and I took the box out of the back - when I got it into my garage I realized that the padded rings around the edges kinda flaking off, and on one of them the whole thing kinda crumbled off. Its some kinda of cardboard stuff covered in foam - pressumably used to protect the cone from objects hitting it from the front. It seems like it may have just dried out crumbled to bits from so much vibration. Upon further inspections of the one where all of it came off, it looks like the cone surround is sandwhiched between the foam thing and the basket. My questions. Is this normal? Are either of them usable or are they about to be paper weights? Is there a way to repair them? Thanks for any help - I like these speakers....but most of all I can't afford a new one.
