2003 lexus rx300 efi relay clicking

had a customer come in with a 2003 lexus RX300 and the efi relay under  the hood clicks or chatters whenever the key is not in the ignition. we replaced the relay and have the same issue. the customer thinks it is related to the remote starter install, but after doing an internet search found out that many toyota / lexus vehicles have this problem. no one has posted a solution to the problem though. has anyone heard of this or have a solution for it? thanks.nice...

yeah, i saw this b4 i posted. we cut all the wires out for the remote starter and the problem is still there. there is no other aftermarket equipment in the vehicle. it is no bone stock.nice...
