If you're buddy is wanting trash, then give him trash. I'd amp them, just for the fact that you're saying they need to be able to be turned off and on, and a simple switch in series with the remote line would allow for the amp to quickly be turned off. I wouldn't recomend going underneath of the vehicle for the speakers, especially if this is a daily driver, you're just asking for trouble going that route. In the front grill, behind bumpers, that sort of thing is your best bet for a safe installation. You'll want to go with marine grade speakers at the very least, but a horn would probably be the most durable.

He said that he wanted the pa horn, so i think that is what well be doing. I was looking onlie and most of the horns i seen were only 15 to 40 watt max wouldnt i blow them if i connect them to an amp? he wants 2 by the way. I havent looked at his front grille yet but thats were i was hoping i would have enought room to mount them there. Is there any other way I can make an on off switch for the horn only?

If the trunk dont rattle then its not loud.

what would happen if i did a switch in series with the horn? and could i tap into the deck speaker leads since the horn is only 15-20 watts rms?

depends on the impedance of the horn whether you can just tap it onto a speaker wire. personally i would just get a small amp and keep it separate from the inside system.

I agree it would be trash too. They sell those marine speakers from crutchfield which are designed for outdoor use. Make a small fiberglass enclosure call it a day:(

Good Lord, do the public a favor and dont let this happen. The PA doodie is the funniest thing I've seen in this forum yet. Opiniarian: Buy a trailer, throw a generator(gas powered) on it. Tow some boom around town. YEEHAA!
This is what I do for FUN!

Earlier I stated that this is not my idea or recommendation. If I dont do it he will just pay the shop to do it. Im trying to get paid. But thanks for the opinions they are all welcome. all the horns I seen are 8 ohm what kind of amp could i get with that ohm load?

Just get a cheap amplifier.  25 watts per channel is fine.
