i am currently using a 3" piece of pvc tubing as a port and there is some minor port noise.  i was just wondering if there is any quick and simple way of cutting down the noise from it

You're not going to like the answer, but the quick and simple way is to replace it with a larger diameter port.

i only have a 1.5 ft^3 box so the port is already small to begin with ya kno

What's the tuning frequency?  What speaker driven by how much power?

Could you possibly round the edges or maybe even add a flare somehow? If it is minor port noise then you may be able to round the edges of the PVC to get rid of a little turbulance. If that doesn't work then using a larger diameter port would be the way to go.

ya i was thinking that rounding off the edges might work...

and its an audiobahn flame q series 1100 wats rms driven by about 600 with a tuning freq of about 45

the simple noise itself is now the problem...it is port compression
Too small of a port can become compressed and not function as a port but rather a leaky sealed enclosure
