Same as you build a sealed fiberglass enclosure. The only difference is that you need to take more care in the set up so you know you have around the internal volume you need. You will also need to design the port ahead of time so you know where to place it and how to position it in the enclosure.
Ported fiberglass enclosures can be difficult due to the fact you need to get them to a certain internal volume. To do this I use the packing peanut method to get the internal volume while stretching the fleece. You don't have to be exactly on the internal volume needed as you can add or subtract volume later but you need to be fairly close. Other then that it is not any different then a sealed fiberglass enclosure. There is a tutorial on doing that that is stickied.
