Hey, I'm working on a friends 94' Saturn SC@. Her locks havent worked since she bought the car. Naturally the first thing I check is the fuse box. Sure enough there wasnt even a fuse in the slot. I put one in and, voila, locks work. But only for about five times, then the fuse blows. I put in another fuse and it blows instantly without even trying the locks. I do this several more times fuse after fuse instantly blows. ANY SUGGESTIONS? ???

Sounds like there's a short in the factory system somewhere, and possibly a short in one of the actuators. That could explain why the previous owner probably left out the fuse.
You can try to isolate the problem by unplugging the actuators one by one, but that is very time consuming.
I would also look to see if there is any type of aftermarket alarm or keyless entry that was installed.

Check to see if one of the motors is binding up. Of course, you've checked all the usual suspects? You say that it worked only a few times, then blew. After that "fuse after fuse instantly blows"- that's what leads me to think stuck motor. To do your testing, instead of fuses, use a circuit breaker. Also, make sure something isn't grounded- disconnect the motors, then try the locks. In place of the motors, use a test lamp.
