If you intend to compete then the (2) 12s would have a slight advantage on a mic, but you would not be able to hear the difference in loudness.
This is assuming both enclosure are of optimal size, design, placement and tune for each. If you don't have optimal space for the (2) 12s and the (1) 15 was in an optimal enclosure. The 15 could easily be louder.
