parking light not flashing with viper 791

Installed viper 791xv alrm on 93 Honda Civic and got everything to work but the parking lights. Lights will not flash when system is armed or disarmed. I am pretty sure i have the right wire because i have used the same wire on other civics i've installed alarm system in. Not sure if it may be the alarm itself that is deffective but i'm stuck at this point. the wire im tapping into is the RED / black wire located behind the dash light dimmer switch which goes into a blue connector. the only weird thing i notice is that the voltage at the RED / black wire read approx. 11.5v - 11.8v when the switch is turned on.  Battery voltage reads 12.4v. Shouldn't it be the same? I believe thats still enough juice to turn the lights on.Parking light output wire on the alarm on the other hand, i can't get a true reading off of. My DMM doesn't seem to be fast enought to catch it but i do see it trying to. So i am assuming that i am getting voltage coming out of the wire. I hooked up one of my old alarm control unit(brain) to the wire also but getting the same result. Light do not flash. Hooked up a jumper wire from constant 12v wire to the RED / black wire of the parking llight circuit and lights turned on. Anyone with any idea? I greatly appreciate the help. Thanks

Always check the simple stuff first. Is the jumper on the brain set to positive or negative? If it is correctly set to positive, check the voltage on the white wire coming out of the brain. If for some strange reason it's not putting out enough current, throw a relay in and that will take care of it.

Thanks alot guys. Just got the chance to racheck everything and turns out the pin on the control unit was set to (-) output instead of (+). Rookie mistake . Should of checked that sooner.
