I am installing a starter in a 89 sedan deville, but cannot find a tach wire. the white wire at the distributor which is supposed to be there, isn't... is there somewhere else I can get this signal from?

Test all the wires at the distributor, take a DMM, set it to 20 volts AC, black probe to ground, run the engine at idle and find the wire that gives you about 3 V AC, increasing as you rev up the engine.
